Why can't you be a Top Contributor in Polls & Surveys or Jokes & Riddles section?

It seems that the reason you cannot have a top contributor badge in P&S and J&K is the type of questions. This is a knowledge site and you cannot gain knowledge from some of the questions submitted in those two categories.
