I think the artist messed up now that my tattoo is all healed...?

I waited the standard amount of time for the healing to be finished, I took really good care of my tattoo and I thought maybe I was just seeing scabby, pealing skin or something. But now that I can look at my tattoo for what it is, the skin is smooth and fully healed, I can see that the lines are doubled almost, not blurry. I have a few tattoos and I know what a blown out line looks like, and this isn't it. I think it's a total mess up and I want to get it fixed, so I just want to know what I should say to the artist when I call them without sounding like a total um...without sounding like I'm ready to rip his head off. How do I broach the subject?
