Not sexually active, is it normal for your shaving cuts to start to peal?

i shaved 2/3 days in a row and i always get multiple little shaving cut bumps, my pants usually rub against my pantyline, i recent looked in the mirror and saw many little pimples with ripped skin pealing at the top, i was wondering how can i treat this or what is it? please no misjudgement of antyhing just was worried
