When can i go back to finish my tattoo?

ok so i got the outline of my tattoo..its on my arm from my shoulder to about 4 inches above my elbow..the place i got it done said i can go back in aroud 5 days to shade it in..then i went to another place and the guy said to wait an extra week if i got it done with him because it cant have that "milky" look..what do i do??? my outline has the skin pealing now and it itches a little..does that mean i can get it finished now or no?
