About pennsylvania inspection stickers?

Here's the deal. I bought a car off some dude and the inspection sticker if for a different vin number, I know its ilegal but my question is if I get pulled over does penndot or the police have a scanner or something to scan it and tell its not valid without matching the vin numbers?? And also if you peal the sticker off does it get void written on it?? That's what someone told me but I didn't believe them.
